De Business Proces Reengineering methode (BPR) wordt door Hammer en Champy beschreven als „het fundamenteel heroverwegen en radicaal herontwerpen van organisatorische processen om drastische verbetering van de bestaande prestatie te bereiken wat betreft kosten, dienstverlening en snelheid“.

Eerder dan een firma in functionele specialisaties op te splitsen (zoals productie, boekhouding, marketing, enz.) en te kijken naar de taken die iedere functie uitvoert, adviseren Hammer en Champy dat wij volledige processen in ogenschouw zouden moeten nemen. Van inkoop van materialen, via productie, tot marketing en distributie. Men zou het bedrijf als een reeks processen moeten herbouwen.
 

De waardecreatie voor de klant is de leidende factor binnen BPR en informatietechnologie speelt hierin vaak een belangrijke rol. Vergelijk: Relatiemarketing

Michael Hammer en James Champy

De belangrijkste verdedigers van re-engineering waren Michael Hammer en James Champy. In een reeks van boeken zoals Reengineering the Corporation, Reengineering Management, en The Agenda, beweren zij dat veel teveel tijd wordt verspild met het doorgeven van taken van de ene afdeling naar de andere. Zij beweren dat het veel efficiënter is om een team aan te stellen die alle taken in het proces uitvoert.

Een aanpak voor het Herontwerpen van Bedrijfsprocessen in vijf stappen

Davenport (1992) beschrijft een BPR-aanpak met vijf-stappen:

1. Ontwikkel de bedrijfsvisie en de procesdoelstellingen: De BPR methode wordt gestimuleerd door een bedrijfsvisie die specifieke bedrijfsdoelstellingen kent, zoals kostenreductie, tijdsreductie en verbetering van de outputkwaliteit.
2. Identificeer de bedrijfsprocessen die herontorpen moeten worden: de meeste firma's gebruiken een „hoge-impact“ aanpak welke zich op de belangrijkste processen concentreert of op de processen die het meest strijdig zijn met de bedrijfsvisie. Een kleiner aantal bedrijven gebruikt een „uitputtende aanpak“ welke tracht om alle processen binnen een organisatie te identificeren, en vervolgens aan de meest urgente voorrang te geven.
3. Analyseer en meet de bestaande processen: om het herhalen van oude fouten te vermijden, en een uitgangssituatie voor toekomstige verbeteringen te bieden. Vergelijk: Wetenschappelijk Management
4. Identificeer IT hefbomen: bekendheid met de mogelijkheden van IT kan en zou BPR moeten beïnvloeden.
5. Ontwerp en bouw een prototype van het nieuwe proces: het daadwerkelijke ontwerp zou niet moeten worden gezien als het doel van het BPR proces. Eerder, zou het als een prototype moeten worden bekeken, met successievelijke herhalingen. De metafoor van het prototype combineert het Herontwerpen van Bedrijfsprocessen met een snelle levering van resultaten, en de betrokkenheid en tevredenheid van klanten.

Als extra 6de stap van de BPR-methode treft men soms aan: het aanpassen van de organisatorstructuur, en het besturingsmodel op het zojuist herontworpen primaire proces .

Generieke omstandigheden die beïnvloeden of BPR raadzaam is

Hoewel het moeilijk is om een algemeen advies hierover te geven, zijn enkele factoren die kunnen worden overwogen:

• Overtreft de concurrentie duidelijk het bedrijf? Vergelijk: Turnaroundmanagement
• Zijn er veel conflicten in de organisatie?
• Is er een bijzonder hoge vergaderfrequentie?
• Bovenmatig gebruik van niet-gestructureerde communicatie? (memoranda, e-mail, enz.)
• Is het mogelijk om een meer continue aanpak van geleidelijke, oplopende verbeteringen te overwegen? (zie: Kaizen-filosofie).

Critici van de BPR aanpak

Herontwerp heeft een slechte reputatie gekregen, omdat deze projecten vaak tot massale ontslagen hebben geleid. Ondanks de hype welke de introductie van Business Process Reengineering omringde, welke naar verluidt gedeeltelijk ontstond doordat de auteurs van Reengineering the Corporation reusachtige aantallen exemplaren kochten om de top van de bestsellerlijsten te bereiken, heeft de methode niet volledig zijn verwachtingen waargemaakt. De belangrijkste redenen hiervoor schijnen te zijn dat:

• BPR veronderstelt dat de factor die de prestatie van een organisatie beperkt, de ondoeltreffendheid van zijn processen is. Dit kan soms wel en soms niet waar zijn. Ook biedt BPR geen manier om deze veronderstelling te valideren.
• BPR veronderstelt dat het nodig is om het proces van de prestatieverbetering met een „schone lei“ te beginnen, d.w.z. totaal de status-quo te negeren.
• BPR biedt geen effectieve manier om de verbeteringsinspanningen op de bottlenecks van de organisatie te concentreren. (Zoals gedaan door Goldratt in de Theorie der Contraints).
• Soms, of misschien zelfs vrij vaak, kan een geleidelijke en incrementele verandering (zoals Kaizen-filosofie) een betere aanpak zijn.
• BPR is cultureel gezien gericht op de Amerikaanse manier van denken. (zie: Culturele Dimensies)

BPR in vergelijking met Kaizen

Wanneer Kaizen met de BPR methode wordt vergeleken, is het duidelijk dat de Kaizen Filosofie meer mensgericht is, gemakkelijker is uit te voeren, maar langdurige discipline vereist en slechts een klein tempo van verandering biedt. De Business Process Reengineering aanpak anderzijds is harder, technologiegeoriënteerde, maakt radicale verandering mogelijk, maar vereist aanzienlijke veranderingsmanagementvaardigheden.
