POLICE Acronym in Indian Context

In the 80's, when Rajiv Gandhi was Prime Minister of India, I have read this acronym "POLICE" in Indian context: that India was great in Planning and Organizing, average in Leadership and Implementation, and poor in Cost-control and Evaluation during project management.
Accordingly POLICE stands for "Plan, Organize, Lead, Implement, Cost-control, Evaluate."
I use this example in several seminars for health care administrators.
