Strategic Intent [전략적 의도]

1989년 Gary Hamel과 C.K.Prahalad는 "전략적 의도"라는 논문으로 큰 반향을 일으켰다. 그 논문은 하버드비즈니스리뷰誌에 발표되었다. 하멜과 프라할라드는 한 기업이 성공을 달성하기 위해서는 "전략적 의도"를 통해 기업의 목적과 수단들을 조화시켜야한다고 주장한다.

전략적 의도란 무엇인가?

하멜과 프라할라드는 전략적 의도를 야심차고 이루어야할 꿈으로 정의한다. 그것은 미래로의 여행에 정서적이고 지적인 에너지를 공급한다. 만일 전략적 아키텍처(새로운 기능의 사용을 위한 높은 수준의 청사진, 새로운 역량의 획득이나 기존 역량의 전가, 고객과의 인터페이스의 재구성 등)이 두뇌에 해당된다면, 전략적 의도는 가슴에 해당한다. 그것은 현재의 자원과 역량으로는 과업달성에 충분하지 않은 하나의 도전 정신을 표현하는 것이다.
 

전략적 의도의 속성

하멜과 프라할라드는 다음의 3가지 전략적 의도의 속성을 제시하였다 : 방향, 발견, 운명.

1. 방향 감각(Sense of Direction). 시장에 대한 장기적인 견해 또는 기업이 향후 십년 또는 그 이후에 되고자하는 경쟁적 위치. 이것은 미래에 대한 하나의 관점이어야 한다. 통합되고 개성화되는 방향감각을 표현해야한다.
2. 발견 감감(Sense of Discovery). 전략적 의도는 차별화한다; 이것은 경쟁적인 상황하에 미래에 대한 독특한 관점을 의미한다. 이는 직원들로 하여금 새로운 경쟁력있는 영역의 탐색할 것을 요구한다.
3. 운명감(Sense of Destiny). 전략적 의도는 정서적인 측면이 있다. 정서적인 것은 직원들이 본래의 가치있는 것으로 인식하게 하는 하나의 목적이다.

전략적 의도 프로세스의 3가지 단계

1. 전략적 의도의 설정. 위에 언급한 3가지 특징을 갖춰야 한다.
2. 도전항목의 설정. 적절한 도전항목을 찾고 전직원들과 공유한다. 이러한 도전은 전략적 의도를 달성하기 위한 수단이다. 예를 들면: 캐논사의 전략적 의도를 "제록스를 타도하자"라고 하면 전략적 도전은 목표가격이 1000달러인 가정용 복사기를 개발하는 것이 될 수 있다.
3. 전략적 의도의 권한위임. 어느 전략적 의도 프로세스에서 핵심이 되는 것은 전략적 의도를 달성하는 것은 모든 사람이 연관된 문제라는 것을 깨닫게 하는 것이다. 여기서 최고경영진의 임무는 개미언덕의 지혜(the wisdom of the ants hill)를 파악하는 것이다. 즉 전체 조직으로부터 나오는 아이디어를 전통적인 하향식 의사소통 시스템이 아닌 상향식 의사소통으로 흐르도록 바꾸는 것이다.

기업전략과 일반적인 전략적 사고에 대한 이러한 접근법의 배경에는 전후 급격한 성장을 이룩한 일본의 기업들이 있다. 일본경제는 서방세계에서는 비현실적이라 여겨졌던 야망을 갖고 세계시장을 점차 석권하게 되었다. 그들의 갖고 있는 자원과 능력은 비현실적이었다. 조직전체에 승리에 대한 집념이 생겨났고 지속되었다. 따라서 10~20년 동안 글로벌 시장을 리드할 수 있는 기반이 만들어졌다.
