Salary Policy on Natural Disasters ('Acts of Nature')

Dear All, I recently joined a non-profit organization, which deals in animal welfare. I am responsible for re-framing HR & Compliances policies as per current corporate benchmarks.
The organization deals mainly in project-based work assignments in different regions.
My question to the community is:
In cases of natural disasters, should there be a policy on limiting the amount of salary of contractual employees in disaster-affected areas, wherein the work has suffered?
Ethically, this should not be the case. However, if the work has suffered and because the funds are mostly based on the work associated with the project, how legal / illegal this stance seems?
The current scenario in reference is pertaining to the floods through heavy rainfall in northern part of India.
However, this case is not limited to only India, but is valid for SAARC countries in general.

Employees may also get added pay during these emergencies, especially if they are working outside their normal working hours. I would also suggest that you check the labour or employment standards and legislation in the different countries.
