什么是德尔菲法（Delphi Method）？

T.J. Gordon, Olaf Helmer, Norman Dalkey等人发明的德尔菲法是一项用来构造团队沟通流程，应对复杂任务难题的管理技术。 德尔菲法的依据是Dialectical Inquiry[辩证探询法]： 立论（提出观点）、驳论（驳斥观点）和综述（达成新的一致意见）， 综述最终又形成了一个新的立论。 这一方法帮助有助于在复杂难题上达成一致意见， 而且参与人员没有必须参加聚会讨论的不便。 首先，由一个专家组就议题的未来状态给出一套假设。 然后，这些假设结论被传递给所有参与讨论的人员。 参与人员提供个人观点意见（匿名），这些意见然后被综合起来，用于修正初始假设。 修改后的假设结论再次被传递给参与人员，这个过程反复循环，直到所有参与人员针对议题假设达成最终的一致意见。
 

德尔菲法的起源。 历史

这一方法当然是起源于德尔菲古都的希腊先哲们。 现代德尔菲概念是国防研究的衍生品。 “德尔菲项目”是20世纪50年代初由美国空军资助、兰德公司进行的一个研究项目， 这一研究项目非常关注如何充分采用专家观点。 研究的最初目标是“通过一系列强化的问卷调查、辅以可控的观点反馈，获取最为可靠的专家组的一致意见”。 在此项目基础上，Gordon 和 Helmer二人于1964年合写了一份报告，评估了科技发展的长期趋势和方向， 论述了诸如科技创新、人口控制、自动化、空间技术、战争防御以及武器系统等一系列问题。

德尔菲法的运用。 应用

• 预测特定的、单一维度的未来问题。
• 达成统一意见。
• 避免出现Groupthink[团体迷思]和Spiral of Silence[沉默的螺旋]。
• 产生创造性主意。

德尔菲法的步骤。 流程

Fowles (1978)为德尔菲法描述了以下10个步骤：

1. 组建德尔菲团队，承担和监督项目。
2. 选取一个或多个专家组从事项目。 通常参与人员都是各自研究领域的专家。
3. 制作第一轮德尔菲问卷。
4. 测试问卷（表述是否恰当，用语有无歧意）。
5. 向专家组成员分发问卷。
6. 分析第一轮反馈结果。
7. 准备第二轮问卷（需要的话，再进行测试）。
8. 分发第二轮问卷。
9. 分析第二轮反馈结果。 （步骤7至9反复进行，直至达到理想的或必要的稳定结果。）
10. 德尔菲团队分析结果，并做总结报告。

德尔菲法的优势。 优点

• 迅速达成共识。
• 参加人员不受地域限制。
• 覆盖众多领域的专家。
• 避免团体迷思。
• 对于预测特定、单一维度的问题效果明显。

德尔菲法的局限。 缺点

• 在初始问卷中问题的交叉影响被忽略了。
• 范式迁移（Paradigm Shifts）的效果不明显。
• 该方法的成效还取决于参与人员的质量水准。
• 还应该提防：
  • 持有先入之见或卷入德尔菲团队自己的观点。
  • 不同意见被忽略或得不到重视。
  • 低估德尔菲法的应用条件和要求。

德尔菲法的假定。 条件

• 博识之人运用他们的经验、知识预测未来的方法要比纯理论研究或趋势外推等方法有效得多。
• 研究议题具有复杂性。
• 参与专家之间历史上没有过多的交流。
• 参与专家的背景要具有多样性。
• 通过会议交流意见不可能、不现实。
• 争执令人讨厌。
