Value Chain can be Applied in Any Organisation Value chain is applicable in any organisation since primary and support activities are found in all organisations in some form.
They are always present and there can be a cost advantage in optimizing both primary and support activities.

Value Chain Model is Applicable in Any Industry The concepts and framework for value chains as presented by Porter are valid in any industry and business. A business cannot exist without value chains, processes, activities and corresponding business rules, targets and resources.
Value chains are an excellent way to model and present the model of the business so that it can be easily understood, redesigned, modeled and managed.

Value Chain is Aimed at for Profit Firms While you can apply the value chain model in an analogous way to any kind of organization, Porter's original model obviously focused on traditional companies that make products and the services required to do so.
Although a government organization also has primary and support activities, and you can analyze the costs of each one, these are very different from those in a typical product manufacturer. The model also has little added value for service companies such as law firms or an accountancy firms.
