Can Strong Motivational Factors Overcome Demotivating Factors?

I can see your point. However Herzberg would probably argue that TYPICAL HYGIENE FACTORS cause dissatisfaction, even if there are strong motivational factors.
For example, if the salary (a hygiene factor) is too low, it will not help much to give a lot of recognition for achievements. Perhaps it could make the person cynical.
