Der OODA-Kreis (Observe, Orient, Decide, and Act) ist ein Informationsstrategiekonzept für Informationskriegsführung, das von Oberst John Boyd (1927-1997) entwickelt wurde. Obgleich das OODA Modell offensichtlich für militärische Zwecke geschaffen wurde, können Elemente der gleichen Theorie auch für Geschäftsstrategie angewendet werden. Boyd entwickelte die Theorie basierend auf seiner früheren Erfahrung als Kampfpilot und Arbeit an Energiemanövrierbarkeit. Er verwendete es zuerst, um Erfolg im Luftkampf zu erklären, erweiterte jedoch in den letzten Jahren seiner Karriere seine OODA-Kreis Theorie in eine großartige Strategie, die einen Feind strategisch durch - psychologische - Paralyse besiegen würde.

Boyd hob hervor, dass Strategie sich immer um das Verhalten des Feindes drehen und seine Kräfte nicht vernichten sollte. Die Parallelen zwischen den Ideen von Boyd und dem Meisterwerk von Sun Tzu, „The Art of War“, sind offensichtlich. Sowohl Boyd als auch Sun Tzu befürworten die Ideen der Harmonie, der Täuschung, der Schnelligkeit und Flüssigkeit der Aktivität, der Überraschung, des Schocks und des Angreifens der Strategie des Feindes.

Oberst Boyd sah den Feind (und uns selbst) als System an, das durch einen Entscheidungsprozess agiert. Dieser Entscheidungsprozess basiert auf Beobachtungen der Welt um ihn herum. Der Feind wird sich entfaltende Umstände beobachten und äußere Informationen erfassen, um das System an wahrgenommene Drohungen zu orientieren. Boyd sagt, dass die Orientierungsphase der Schleifen der wichtigste Schritt ist, weil, wenn der Feind die falschen Drohungen wahrnimmt oder mißversteht, was in der Umgebung um ihn geschieht, dann wird er sein Denken (und seine Kräfte) in falsche Richtungen orientieren und trifft schließlich falsche Entscheidungen. Boyd sagte, dass dieser Kreis der Entscheidungsfindung mit unterschiedlichen Geschwindigkeiten für den Feind und Ihre eigene Organisation funktionieren könnte. Das Ziel sollte es sein, Ihren OODA Schleifenprozess schneller durchzuführen als ihr Feind und Maßnahmen zu ergreifen, um die Schleife des Feindes zu verlängern. Man versucht, viel mehr Schleifen „innerhalb“ der Schleifen des Feindes durchzuführen, was verursacht, dass der Feind nicht im Stande ist auf irgendetwas zu reagieren, was ihm geschieht.

Oberst Boyd sagte aus, dass die Schleife des Feindes durch eine Vielzahl von Maßnahmen verlängert werden kann. Das Ziel von Boyd ist es, „unkooperative“ Schwerpunkte für den Feind durch Mehrdeutigkeit, Täuschung, neue Umstände, schnelle vorübergehende Manöver und den Gebrauch von Sun-Tzu's Idee des Cheng und Ch'i zu erzeugen. Durch das Isolieren der Schwerpunkte des Feindes und das Entwickeln von Mißtrauen und Zusammenhang innerhalb des Systems (sie „nicht kooperativ“ machen), wird Friktion deutlich erhöht, Paralyse wird sich im System einstellen, und der Feind wird schließlich einstürzen. Indem man den Denkprozess des Feindes/des Konkurrenten angreift, können seine Moral und sein Entscheidungsprozess gebrochen werden.
