Administrative or Bureaucratic Procedures?

Egbo, it depends on what you mean by "administrative procedures".
Consider:
All business processes (procedures/operations) have an 'administrative' element, usually relating to the supporting documentation as the process flows towards its end result.
The 'nature' of this administrative aspect (the extent to which it hinders or helps the process that it relates to) could mean it may be considered as "administrative" or "bureaucratic".
- Administrative procedures are designed to be helpful in enabling the checks and balances that support the process that they relate to. They will be simple and essentially based in common sense. They will be primarily orientated to ensuring efficiency in the system so as to ensure its effectiveness and integrated within it so that they are essentially unobtrusive. Therefore, their 'impact' will be minimal and positive.
- Bureaucratic procedures are 'designed' to be unhelpful and are essentially putting in unnecessary checks and balances that are primarily about demonstrating the power and control of the 'overseers'. They are unlikely to be integrated into the process so they will be intrusive, so becoming a hindrance to the efficient operating of the process, thereby reducing its effectiveness. Therefore, their 'impact' will be disruptive and negative.
Administrative procedures should be:
  • RELEVANT: relate to the operating of the process without unnecessary need for detail or control.
  • ACCURATE: be up to date in relation to the steps, states or standards of the process. [In an organisation I worked for weaknesses in the computerised stock recording of an item meant that a supervisor had to come in on a Sunday to physically count the items so that work could be correctly scheduled on the Monday]
  • ACCEPTABLE: the need for, the method and timing of, putting in data has to be acceptable and not disruptive to working organisation and method.
  • COMPATIBLE: The administrative process needs to be aligned and synchronised with the operating process.

Administrative Procedures

@Maurice Hogarth: Good explanation of the word administrative in the more operational, supporting meaning. And comparing that with bureaucratic.
Many people also use another meaning of the the term administrative. Especially in Spanish/French/Latin regions, but also for example in the term: Master of Business Administration. Here "administration" can be more or less equated to "management".
