A failure in most "contingency planning" is that it's analytical rather than strategic in nature. In complexity and systems thinking, an important attribute is to understand consequences.
Managing consequences is more than just mitigating risks—which is analytical. Consequences are neutral—it's how you handle them.
Understanding scenarios, consequences, are strategic precursors to contingency planning.

Importance of Understanding Strategic Scenarios in Contingency Planning

I agree with you that in contingency planning it's not primarily about all the details. A good and shared (by the entire management team) understanding of the main strategic scenarios and their potential consequences is probably one of the best forms of preparing for future contingencies.
